Annual Inspection and Land Use Control (LUC) Implementation, Sites 5, 8, 9, 10, 20, and 23

The main objective of this contract task order is to conduct the annual inspections and LUC implementation at Installation Restoration (IR) Sites 5, 8, 9, 10, 20, and 23 at NBPL, San Diego, CA.

GCE conducted an on-site inspection for the six sites to document changes to site conditions and effectiveness of LUCs for the year. The inspection included, but was not limited to: administrative record reviews; on-site inspection of soil characteristics, vegetation cover, topography, sediment and erosion controls; interviews of pertinent management personnel; documenting existing site conditions, photographs for inspected structures and identified deficiencies; and updating the LUC documentation in the Naval Facilities Engineering Command (NAVFAC) LUC Tracker of the NIRIS database.

GCE implemented LUCs as described in the LUC implementation Plan (LUCIP). This included, but was not limited to inspection and repair, as necessary, of signage at nine locations, and implementation of minor soil erosion control recommendations based on annual inspection findings. This included but was not limited to procurement and installation of straw wattles, fiber rolls, and gravel bags.

GCE prepared separate Annual Inspection Reports (AIRs) for: (1) Sites 8, 9, 23 and (2) Sites 5, 10, 20. The AIRs included an Executive Summary, Site Description, Inspection Activities, Inspection Results, LUC Implementation, and Conclusions and Recommendations.
