Corrective Action Plan and Post Remedy Support Documents, IR Site 3, Naval Amphibious Base (NAB) Coronado, San Diego, CA.

This task order includes the preparation of a Corrective Action Plan (CAP), Planning Documents including a Work Plan and Sampling and Analysis Plan (SAP), and Land Use Control Remedial Design (LUC RD) for Site 3.

IR Site 3 was the site of petroleum and solvent disposal to the subsurface from the 1950s to early 1980s and was subjected to a removal action to remove most of the contaminant mass. Residual contaminants remained at levels that were not a risk to human health or the environment. Since the entire site was paved, there was no current exposure pathway for human health or the environment.

The objective of this project was to prepare a Corrective Action Plan (CAP) identifying the remedial strategy for managing the soil and groundwater remedy, to prepare a Monitored Natural Attenuation (MNA) Evaluation Work Plan to assess the long-term viability to reduce petroleum concentrations in groundwater, and to prepare a Land Use Control Remedial Design (LUC RD) for IR Site 3. A post Site Assessment CAP with an appended Sampling and Analysis Plan (SAP) were prepared to determine the final remedy.

GCE prepared a CAP for IR Site 3. It was assumed that the remedy for this site would be MNA and LUCs; the CAP was focused on this remedy. An MNA Work Plan was prepared for IR Site 3 based on the CAP. The SAP was prepared in accordance with the requirements of the Uniform Federal Policy for Quality Assurance Plans (UFP-QAPP) and U.S. Environmental Protection Agency (US EPA) Guidance for Quality Assurance Project Plans, US EPA QA/G-5, QAMS. Initially, the Navy Quality Assurance Officer (QAO) would not sign the SAP because a contractor had not been selected for execution of the SAP. A contract was eventually awarded under another contract to perform the MNA sampling and reporting described in the CAP and Work Plan/SAP. GCE seamlessly worked with the other contractor to satisfy any missing elements in the SAP and get Navy QAO approval of the SAP so that it could be submitted as Final with the MNA Work Plan. GCE also prepared a LUC RD in accordance with US EPA and Navy guidance.

The Final CAP recommended Land Use Controls (LUCs) and long-term monitoring (LTM). As a part of the Land Use Control Implementation Plan (LUCIP) for NAB Coronado, a LUC RD was prepared for IR Site 3 and appended to the overall NAB Coronado LUCIP. A plat survey and legal description for the site were conducted and prepared in accordance with Navy guidance for land use controls. The LUCIP and LUC RD outlined procedures for yearly inspections of the LUCs and conditions that must be met if future excavation is proposed for the site. The Final CAP, SAP, LUCIP, and LUC RD were approved by the California Regional Water Quality Control Board - San Diego Region.
