GCE developed a Land Use Control Remedial Design (LUCRD) for Installation Restoration Program (IRP) Site 3, containing the following elements: Land Use Control Performance Objectives; Land Use Controls; LUC Monitoring, Reporting, Notices, Mitigation, and Enforcement; and Termination of LUCs. Site 3 (also known as Landfill Area B) is a potentially hazardous waste site used for landfill disposal. The landfill operations are believed to have been trench-and-fill operations, with the possible burning of the materials before burial. Materials that may have been disposed of in the landfill include household wastes, shop wastes, solvents, empty pesticide containers, and electrical equipment that may have contained polychlorinated biphenyls (PCBs). Site 3 - Landfill Area B dimensions are approximately 250 by 350 feet, and approximately 2 acres.
