This task order included the development of a Proposed Plan and Record of Decision for Installation Restoration Program (IRP) Site 3, as well as the materials and support for the Proposed Plan public meeting.

This task order included the development of a Proposed Plan for Installation Restoration Program (IRP) Site 3. In addition to preparation of the Proposed Plan, GCE provided materials and support for the Proposed Plan public meeting. This support included preparation and presentation of a PowerPoint presentation, preparing a newspaper public notice, providing a court reporter to document the meeting, and coordination of the meeting location. An Improved Record of Decision (iROD) was prepared based on the Proposed Plan and described the remedy selection process and the remedy method selected.

The Navy identified IRP Site 3 during a preliminary assessment at NRTF Dixon in 1987. IRP Site 3 is located near the south-central portion of the installation and occupies about 2 acres. The former debris area, in operation from the late 1940s to the early 1970s, is believed to have been a trench and fill operation. As was the practice at the time, waste may have been burned to reduce volume before it was buried. Materials that may have been disposed of in the landfill include household waste, shop waste, solvents, empty pesticide containers, and electrical equipment that may have contained polychlorinated biphenyls. A geophysical survey and ground penetrating radar indicated the presence of three northwest-southeast trending disposal trenches in the northern portion of the site and an east-west trending disposal trench in the southern portion of the site. Land Use Controls were determined to be the preferred remedial alternative for IR Site 3.
